Objectives

The main objective of the project is to assist cities in the Greater Mekong Sub-Region (GMS) to develop tools and processes that will enhance their ability to adapt to climate change in an efficient and equitable manner.

The project will assist in the design of national strategies to adapt to climate change in urban areas in the GMS; enhance coordination and streamlining between sectoral and administrative entities; and assist development of partnerships between government, private and non-governmental actors to facilitate adaptation actions and policies.

The project should ultimately help to improve the capacity of cities in the GMS to achieve resilience to climate change, becoming less affected by extreme weather events such as floods, droughts, and tropical storms.  This will be achieved by increased awareness of adaptive measures, including early warning systems, regulations, economic incentives, and co-ordinated infrastructure planning and investment strategies.

ADB will be the executing agency and NDF’s partner in the proposed project, and NDF’s funding will be channelled through ADB as joint co-financing.

Financing

Total cost of the program will be EUR 0.79 million, of which NDF will provide EUR 0.5 million, ADB EUR 0.05 million and local counterpart financing EUR 0.24 million.
