Objective

The objective of the Booster grant is to share with the World Bank (WB) the costs of preparing a full Green Climate Fund (GCF) funding proposal package, including the required technical studies and assessment reports.

The following outcomes are expected

The main result of the Booster grant will be the full GCF funding proposal package. The proposed GCF funding package will have a budget of USD 80 million and would complement a USD 120 million WB/IDA loan to Mozambique. The longer-term outcome will be a fully financed Maputo Urban Transformation Project (MUTP) project with the desired long-term effects (15+ years) to transform informal settlements and green field into climate resilient urban areas in Maputo.

The Booster grant will support a Feasibility Study and other technical studies, socio-economic studies and financial feasibility reviews including an Environmental and social impact assessment with the required environmental and social management framework. There will be stakeholder consultations in targeted areas and a special Gender-based Poverty Study and Vulnerability Mapping of Greater Maputo. In addition, there will be a Gender Assessment Report, Gender Action plan, Baseline Study, Performance Management Framework, Economic Analysis, and a Due diligence or Appraisal Report.

Financing

The total project cost estimate is EUR 0.635 million. NDF is providing EUR 0.5 million in a Booster grant while World Bank provides EUR 0.135 million as grant.
