By request of the Government of Honduras and in coordination with MiAmbiente- Natural Resources Ministry, the Inter-American Development Bank (IDB) is executing the technical cooperation “Renewable Energy Resource Evaluation in Bay Islands”. For this project, IDB will contract specialized consultants for the following activities:

  • Consultancy services to evaluate wind resource in Roatan, Utila and Guanaja.

  • Prepare a feasibility study for hybrid power generation systems which include a combination of wind, PV and thermal power generation.

The first consultancy services include: provision of measurement for the delivery of new equipment, certified and calibrated, installation and monitoring of the wind resource for a minimum period of one year in Utila, Guanaja and Roatan Islands, based of findings and recommendation for equipment installation conducted by an independent consultant. The consulting firms must demonstrate technical and financial capacity to carry out the work. The wind resource assessment should start in less than three months once the contract is signed.

The second consultancy services include the following technical studies: i) Topographic assessment, ii) Project micrositing, iii) Electric interconnection study .iv) Geotechnical studies, v) Access roads and platforms design, vi) Preliminary environmental and social impact assessment vii) Hybrid system analysis: For this assessment is important to do modeling for different wind park configurations, PV systems and integration with the thermal power plants. The consultant will evaluate the characteristics of the existing power plants in order to evaluate the requirements to integrate the PV and wind project.

Firms must demonstrate experience in working on similar Island systems or in isolated and environmentally sensitive areas.

The Inter-American Development Bank now invites eligible consultants to indicate their interest to provide the services, clearly identifying the consultancy of their interest. Interested consultants must provide information indicating that they are qualified to perform the services (overview of the company, description of similar assignments, experience in similar conditions in the past 15 years of work reporting the name of Contracting and contract value, availability of staff with the relevant skills, work organization, documentation supporting the accuracy of the information provided, proof of being legally incorporated to do the job). Consultants may associate to enhance their qualifications

The consultants will be selected in accordance with the IDB procedures in the Policies for the Selection and Employment of Consultants financed by the IDB, current edition. Participation is open for bidders from countries that are eligible, as specified in the above mentioned policies.
