Community Resilience Partnership Program (CRPP) [NDF C131]

The Community Resilience Partnership Program (CRPP) will be the Asian Development Bank's (ADB) first multi-donor trust fund uniquely positioned to tackle the nexus between poverty, gender, and climate change. The CRPP will serve as an important knowledge, preparatory and financial tool for launching and developing new pro-poor climate resilience initiatives in low-income and fragile countries in Asia and the Pacific. The CRPP is also part of the post-COVID-19 recovery.

Objective

The overall objective is to strengthen the climate resilience of poor and vulnerable populations (women and men). The Community Resilience Partnership Program (CRPP) will prepare and finance gender-responsive, pro-poor investments in adaptation that are aligned with broad priorities of National Determined Contributions (NDC), National Adaptation Plans (NAP) and National Disaster Risk Reduction Plans. With a strong focus on strengthening institutions and processes for delivering adaptation at the local level, the Program aims to help countries operationalise their climate change adaptation and disaster risk reduction institutional set-up proposed in respective national legal frameworks on climate change and/or disaster risk management.

The Program will support low-income and fragile countries and communities in Asia and the Pacific. The investments will aim at transformational changes and attract resources (financial and technical) from a broad range of stakeholders: national governments, local governments, private sector, international financial institutions, climate funds, bilateral donors, civil society organisations, women’s groups, and communities to scale up climate solutions.

CRPP is a 10-year initiative with a first phase from 2021-2024. The CRPP will consist of a Trust Fund (TF) and an Investment Facility (IF). The CRPP TF — where NDF is one of the donors — finances knowledge, technical assistance and capacity-building to prepare pro-poor gender-responsive resilience building investments. The CRPP IF — with financing from ADB, Green Climate Fund (GCF) and others — will follow up with different types of financing for the implementation of these projects. The NDF grant is for the first phase of the CRPP Trust Fund 2021-2024..

The Program will prepare and finance investments in different sectors and with three key objectives described below. Many of these investments can be pursued in the context of post-COVID-19 recovery, and thus providing an opportunity for enhancing resilience. The CRPP focuses on investments that explicitly build resilience of poor and marginalised populations (women and men), investments that allow climate finances to reach the poor, and investments that support resilience building through decentralisation processes.

The Program applies a Build Back Better and Greener approach and has three main components:

Component 1 (approx. 15% of budget): Knowledge and awareness to use climate risk information.

Component 2 (approx. 50% of budget): Identification and preparation of pro-poor and gender responsive adaptation projects.

Component 3 (approx. 15% of budget): Institutions strengthened to develop and deliver adaptation investments at scale.

The CRPP Trust Fund includes a dedicated window on gender (approx. 20% of budget), to support gender-equality.

Financing

The total project cost estimate for the CRPP Trust Fund is EUR 63.7 million with NDF contributing EUR 6.0 million as grant, United Kingdom, Foreign, Commonwealth & Development Office (FCDO) EUR 49.7 million as grant (tbc), and other donors providing a grant of EUR 8 million (TBC).

The Investment Facility aims to provide about EUR 750 million in follow-up financing to the projects prepared by the Trust Fund.
